"Per capita" means the average emissions per person in a country. For the Annex I Kyoto Parties, average annual per capita emissions in 1990 were 10.22 tonnes, and in 2009, were 8.41 tonnes. For the non-Annex I Parties, average annual per capita emissions in 1990 were 1.58 tonnes, and in 2009, were 2.73 tonnes. This graph is based on data taken from the International Energy Agency (IEA) publication “
