This is not a photo of Emperor Meiji. It is a black and white version of a portrait of Emperor Meiji in circa 1907, painted by Takagi Haisui in 1914-1915 (for the original portrait, see the image below). In addition, there are some black and white versions of the original portrait, but none with shading like this image.
