English: Vice Admiral Jinichi Kusaka, commander in chief, Japanese Southeast Area Fleet, arrived in Rabaul on 8 October 1942 as commander of the Eleventh Air Fleet. He was elevated on 24 December to the higher command, which embraced his own Air Fleet, the Eighth Fleet, and all land-based naval forces in the "Southeast Area."
