The letters Delta and Sigma indicate that this is a diplomatic licence plate (Διπλωματικό Σώμα, Diplomatiko Soma, meaning diplomatic corps). The numbers before the dash (28) refer to an embassy, the numbers after the dash indicate the individual number of the car. Often, the number also gives an indication of the owner's rank at an embassy. Ambassadors often privately use a licence plate ending with "-1", their deputy often uses the licence plate ending with "-2". Hence this vehicle may be registered to a low-ranking diplomat.
