This is primary efflorescence, from the appearance of the salts amanating from the concrete. However, this efflorescence did not take place shortly after the concrete was placed. The concrete was placed in 1962. There was an ineffective paint, covering this slab on grade. The floor got wet and the paint degraded. Efflorescence ensued subsequently-
