The session was chaired by Juozas Ambrazevičius (Brazaitis), from the left: Jonas Matulionis, Juozas Senkus, Balys Vitkus, Pranas Vainauskas, Vytautas Landsbergis (Žemkalnis), Ksaveras Vencius, Vytautas Grudzinskas. From the right: Jonas Šlepetys, Stasys Raštikis, Adolfas Damušis, Juozas Pajaujis, Antanas Novickis, Leonas Prapuolenis, Mečislovas Mackevičius.
