Symbol on the template

I have added this symbol back in may, as the template pertains to topics more related to the Belarusians as an ethnicity, rather than just the country itself (there is a belarusian diaspora for example), and said symbol is therefore more relevant for that specific topic than the official emblem of the Belarusian Government. If that edit was soley based on my opinions I would've done this to every other template. However that didn't happen.
