What about instead of "Template data is the standardized description of a template", include "Template data is the standardized description and operation parameters of a template"?.

You will undoubtedly need to refer to the template documentation as a whole and ask at that template's talk page if it's still not clear. TemplateData is not a substitute for proper documentation of a template's functioning, and the use of a given parameter really cannot be standardized from template-to-template other than by convention.
