*Xiaoshan Sports Centre Stadium, Jinhua Stadium and Zhejiang Normal University East Stadium only used during the Men's tournament. **Wenzhou Olympic Sports Center Stadium and Wenzhou Stadium only used during the Women's tournament. Hangzhou Sports Park Stadium only used during the Men's tournament final.

Group stage

23 Men's national teams are divided into 6 groups. Groups A, B, C, E and F consists of 4 teams each, while Group D has 3 teams. Total 16 teams will qualify for the Knockout stage. Top 2 teams from each groups along with 4 best third-placed teams among all six groups to advance for the round of 16. The draw held on 27 July 2023 at Hangzhou, China.  Syria and  Afghanistan were initially assigned to Group C, but they later withdrew from the tournament, leaving the group with only 2 teams left and a direct qualification to the next stage.

16 women's national teams are divided into 5 groups. Groups A, B and C consists of 3 teams each. While Groups D and E have 4 teams each. Top 5 group winners along with best 3 group runner ups to qualify for the Knockout stage. The draw held on 27 July 2023 at Hangzhou, China.
 Cambodia was initially assigned to Group C, but they later withdrew from the tournament.
