Harpers Magazine
, "The artist, W.H.D. Koerner, executed it to illustrate a Western short story entitled 'The Slipper Tongue,' published in The Saturday Evening Post in 1916." (However, according to the Google Books scan of this issue, the painting that accompanies 'The Slipper Tongue' is different.) Since it was published before 1923 in the United States, it is in the public domain.
