MANY BUILDINGS IN THIS PART OF THE CITY HAVE BEEN SYSTEMATICALLY VACATED FOR VARIOUS REASONS. EVEN THOUGH MANY ARE SALVAGEABLE, THEY ARE RAZED AND REPLACED WITH HIGH RENT HIGHRISES WHICH HAVE LITTLE OR NO APPEAL TO THE AREA'S PREVIOUS RESIDENTS
