Original caption that accompanied this composite photo illustration: "Plan showing the scheme of landscaping and architectural development of the civic center tract, according to the design of the city's advisory architectural commission, for which condemnation proceedings were begun yesterday, and (below) photographs of Mayor Rolph and the members of the architectural commission."
