«Флаг муниципального района „Шелопугинский район“ представляет собой прямоугольное полотнище с отношением ширины к длине 2:3, воспроизводящее композицию герба муниципального района с заменой геральдических золота, серебра и червлени соответственно жёлтым, белым и красным цветами».
Описание герба: «В пониженно сверху и повышенно снизу скошенном справа и слева, наподобие выходящих из-за краёв повышенных остриёв, на червлень, дважды золото и зелень поле две положенные накрест и поверх деления серебряные казацкие шашки остриями вниз, сопровождаемые сверху золотым камнем, а снизу — золотым гураном (самцом сибирской косули) с чёрными глазами и копытами».
