Note the construction barrels and the condition of the bridge. During the period when this picture was taken, the bridge was under a reduced load as a result of inspection after the 1983 failure of the I-95 bridge over the Mianus River in Connecticut. The bridge superstructure was replaced with a similar-looking construction shortly after this picture was created.
