Kemal Midhat Bey was the grandson of prominent reformer Midhat Pasha. He was a member of the Young Turk party and was an instrumental figure during the 1908 revolution and its subsequent government. Kemal Midhat Bey openly declared that "the Armenians are the most faithful and loyal citizens of the Ottoman empire" and then stated that the Armenians "have in no wise deserved the inhuman and bloody measures applied to them by the Young Turks of the present government." His full length testimony of the massacres was first published in the Journal de Geneve on 1 January 1918.
