La "rue parfaite" de l'architecte Carlo Rossi (1775-1849). La hauteur des immeubles est de 22 m comme la largeur de la rue. Son nom d'origine est la rue du théâtre, elle est devenue la rue Rossi, sa construction date de la période 1828-1834. Au fond, le théâtre Alexandre du même architecte. Carlo Rossi était le fils d'une ballerine italienne célèbre, qui avait fait carrière à Sint-Pétersbourg. Il passa toute sa vie dans cette ville et contribua plus qu'aucun autre à son embellissement.
