, London. As Chancellor of the Exchequer in 1871, Lowe proposed a tax of one half-penny on a box of matches. London match-makers took to the streets in protest and Lowe was forced to back down. He is shown standing on a match-box, which bears the inscription he coined, 'Ex luce lucellum', - 'Out of light a little gain.' The figure is dated 1873.
