Please note that this chart assumes that Petrochina, Gazprom, and OAO Rosneft are state-owned companies. According to Wiki, they are: Petrochina : "the listed arm of state-owned China National Petroleum Corporation ." Gazprom : "privatized in part, but currently the Russian government holds a controlling stake." Rosneft : a joint stock company "owned by the Russian Government". I would appreciate it if someone could confirm the above, I will update the graph.
