Description STA 21 Graduation, U.S. Navy · DN-SD-06-10072.JPG	Fifty-nine U.S. Navy (USN) Officer candidates stand at attention during the Seaman to Admiral ( STA 21 ) Naval Science Institute (NSI) program graduation ceremony at Naval Station (NS) Newport . STA-21 is a program that begins the education and training process permitting enlisted USN personnel to become commissioned officers . The candidates will go on to attend their respective university for the next three years earning their degree, before returning to the fleet as naval officers.
