Section 265
of the Copyright Act states that it is permitted to make or publish a painting, drawing, engraving, or photograph of the following: building, model of building; sculpture situated "other than temporarily in a public place or premises open to the public," or work of artistic craftsmanship. The section also allows the inclusion of the said works in a film, television broadcast, or cable programme.
The definition of a
work of artistic craftsmanship
in Section 20(1) means it does not include a painting, drawing, engraving, or photograph. Therefore, the Singaporean freedom of panorama does not apply to, among other things, two-dimensional works such as billboards, murals, paintings in art galleries and museums, posters, and signs.
