If body 1 is at all inelastic and Ω>ω, it's tidal bulge will have a lag angle as shown. Because force F1 > F2 this will cause a clockwise torque to body1 and a counter clockwise torque to the orbit (F3 and F3'). F3 is the combined force of F1 and F2 if you subtract off the overall gravitational pull. Similarly F3' is the combined force of F1' and F2'. If ω>Ω the lag angle will be in the other direction and the orbit will be torqued clockwise.
