aimed at English politician and judge
Charles Warren
(1764–1829). The point is that Warren had defected ("ratted") from the Whigs to the Tories, offered a judgeship; and Warren's Blacking, manufactured by Robert Warren, used a similar advertisement, which had also been engraved by George Cruikshank. (The rat wears a judge's wig, in the reflection in the boot.)
