Left to right, seated: Councilman Thrasher, Kindig, Buyer, Burns, MacAlister, Gay and Brainard. Standing, Baumgartner, Cunningham, Wilson, Tate, Christensen, Hyde, Lewis, and Bennett. Burns, who for six years has been the representative of the Fourth Councilmanic District and is a recognized expert on municipal finance, was elected president of the new Council by the close vote of eight to seven over Stephen W.
